"The judicial review of zoning plans constitutes one of the most problematic parts of administrative adjudication not only because of the genuine nature of administrative act called zoning plan, but also the complexity of the zoning regulations. The purpose of this study is to put forth the administrative law matters that can arise during the judicial review process of zoning plans which are stipulated in the Zoning Law conducted in accordance with the Administrative Procedural Code and the possible effects of the decisions of the administrative courts with respect to annulment or stay order upon the lower scale zoning plans and other administrative acts that instituted."
